What makes this link exchange "white hat"?

Three things mainly:

This exchange is based on content quality and topically relevant links from the main content of our webpages.

Members promote information rich link-bait webpages, not home pages and not landing pages.

Every webpage submitted is assessed for quality by a human who approves or rejects it on it's individual merits.

How does it work?

At it's core it's a messaging system built around giving and requesting topically relevant links.

Messages can be, and often are, about specific webpage URLs.

Members earn the ability to ask someone for a link by first giving them a link.

So members can't send unsolicited link requests unless they've given a link.

How is this not a PBN?

We (Organic Growth) manage one website in this exchange (this one).

Every other website is managed by a member of the exchange.

Does it involve guest posting?

It could, but so far it has not. So far, members have inserted topically relevant links in existing posts.

Link-bait content was mentioned above. What is it?

Simply put, it's content worth linking to.

Different types of webpages serve different purposes. Home pages, landing pages, about pages, and link-bait pages serve different purposes.

To earn links, you need some information rich citation worthy content.

This is link-bait.

Earning high-quality backlinks requires link-bait content.

Is the link authority passed to individual webpages or the entire website?

Both. Link authority (page rank) passes to both the webpage being linked to, and to the website.

Having said that, you should also use internal links from your link-bait pages to your landing pages.

It helps to think of your link-bait pages as pages in a magazine where the "ads" (calls to action) take people to your landing pages.

How is topical relevance ensured?

Human judgement. Members communicate with each other and "negotiate" links. I quote negotiate because these conversations are casual. In short, it's easy to tell if a link is topically relevant and members communicate with each other.

Are there restrictions on where links can come from?

No. On the Internet at large there are no restrictions on what websites can link to what webpages.

For that reason, this is not restricted within the exchange. However, when someone records a link in the exchange to one of your webpages, you get a message telling you.

If you disagree that the link is topically relevant, you can ask them to remove it.

What does it cost?

Currently, we've providing free forever memberships.

Why? Because we're growing but still fairly small.

We're building an active community we can charge others to join later.

There is however one catch. Free forever memberships are provided on a "use it or lose it" basis. If you have one and don't use it, we will revoke it and give it to someone else.

The only catch is that you MUST submit high-quality content.

People don't join per se, they apply.

As part of your application, you submit three webpages you want links to. We give you a week to do so.

Each webpage is individually assessed and individually approved or rejected.

If one is rejected, you submit a replacement.

When you submit three good webpages before you submit five bad ones, you're approved.
