Submitting your website to QUALITY directories can help your SEO. Submitting it to garbage directories will hurt you.

There exists a set of website directories which provide greater visibility to the search engine spiders.

It is worth while submitting your website to these directories in order to increase the visible of your website and to increase the effectiveness of your local SEO marketing effort.

The way you submit varies from service to service, and the only way to make it happen is to visit each directory submission service one at a time, learn their process, and follow it.

I am hesitant to recommend commercial services that do directory submissions for you, as I’m not sure which directories they will submit your site to, and yes there are bad ones.

With one of the recent Google updates, they punished websites that relied heavily on back links from link farms, so if you do wish to pay someone to manage this process for you, you MUST ensure they submit your website to quality directory services only and DO NOT submit your website to any link farms.
